  1. The Government of Saint Lucia has received financing from the World Bank toward the cost of the Human Capital Resilience Project and intends to apply part of the proceeds toward payments under the contract for The Supply, Delivery, and Installation of Software for the Implementation of a Social Information System (SIS) and Associated Services

 

  1. The Ministry of Education, Sustainable Development, Innovation, Science, Technology and Vocational Training now invites sealed Proposals from eligible Proposers for

The Design and development of a Social Information System (SIS) including an Integrated Social Registry (ISR) and a Beneficiary Management Information System (BMIS). The envisioned SIS will support the operational and delivery processes of the MoEQ to increase efficiency through automation of procedures, reduction of error, fraud and corruption, including validation tools and cross-checks with other databases. This system will be developed through a modular and iterative approach to produce fully functional and operational prototypes, with the possibility of expanding functions and technical sophistication

Installation period is eight (8) months.  The system will be  located at the Government Information Technology Services Limited (GITS), Greaham Louisy Building, Waterfront, Castries, Saint Lucia and it is expected that raining site will include the Ministry of Equity, Social Justice & Empowerment Conference Room and other sites as directed.

3.         The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018  (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

5.        Proposals must be delivered to the address below on or before September 11, 2024 at 09:30 a.m. Electronic procurement will be permitted.

The Purchaser shall use the Government of Saint Lucia electronic tendering portal to manage this procurement process which is https://in-tendhost.co.uk/goslprocurement

The electronic-procurement system shall be used to manage the following aspects of the procurement process:

i.    Registration of Proposers on the Procurement Portal via the link

ii.   Issuing of Request For Proposal Document via the link

iii. Submission of Proposals by Proposers via the link

iv.  Opening of Proposals by Department Procurement Committee

Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on September 11, 2024, at 10:00 Eastern Caribbean Time

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Purchaser until the second public Proposals opening.

6.        All Proposals must be accompanied by a Proposal-Securing Declaration

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
